Though the Soul Society is protected by the 13 Protection Squads, the laws of the Soul Society are created and enforced by the decisions of a governing body known as the Central 46. Consisting of 6 judges and 40 officers, sentencing for prisoners, creation of laws, and decisions on a higher scale than the Squads can make are all handled within these halls. Questions about reincarnation, judgments on souls, and other similar issues are also handled here, and their decisions are absolute.
