Outside of the walls of the Seireitei there are 80 Districts, radiating outward and numbered from 1-80, with the poverty level increasing the further from the Seireitei walls one goes (80 being the furthest from the center and the most impoverished district of them all). Those who live in the Rukon District must struggle to survive, though some not so much as others, and it is clear upon a single glance at the dirt paths, small homes, and simple clothing worn by the residents there that the style of living is quite inferior to that of the shinigami.
Several Rukon District residents do, however, awaken to spiritual power. When this occurs, they are allowed to enter the Shinigami Academy and train to become soul reapers, eventually graduating into the 13 Protection Squads and earning the right to live in the Seireitei. Those who do not, however, must find their own ways to get by, and are much more vulnerable to attacks from hollows and the like than those inside the walls.
